SetUp attribute method is not able to read Rows and Header #944

What steps will reproduce the problem?
1.Declare a "TestFixture" class with Rows and Headers.
2.Declare a "SetUp" method
3.Pass in the Parameters from Headers and rows.

What is the expected output? What do you see instead?
SetUp method doesn't see the headers and rows

Please use labels and text to provide additional information.
