Move packages into a dedicated `packages/` directory #34

It would be better to move packages into a dedicated packages/ directory so we can still easily work on the scripts in the repository as the listing grows. Having all of the packages at the root would make it a bit challenging to navigate.

moved all packages to subdir updated workflows and mpkg script
