Add muddler for mpkg.package

• create subdir mpkg for the source code
• add muddler workflow, this needs further action, I'm not sure how to put the resultant artifact into the package subdir?

Should the packages/mpkg.mpackage be deleted?

nah, it will copy the muddled mpkg.package to that location, overwriting the old one this allows mpkg to then use self-updating without any changes
