Tools for mgb manipulation #10

Is your feature request related to a problem? Please describe. Sometimes a user might have a couple of already encoded mgb files that he wants to merge, filter, manipulate,... Decompressing and re-encoding all the data may take a couple of hours and is often unnecessary.

Describe the solution you'd like It would be nice to have a tool in genie to work with already encoded mgb files and finished data units. It should have at least the capabilities to merge two mgb files (eliminating duplicated parameter sets, fix data unit ids used in both files, ...) and to filter data units (by class, by position, by type, ...).

Additional context Part 3 of the MPEG-G standard may help here. But i don't know for sure.

Will be unnecessary once part 1 encapsulation is implemented
