Current position broadcasting option #52

Add a property to turn on/off broadcasting of the current reflector position property. Send an monitor.dat to data.system.

Instead of a boolean switch, I opted for a property that specifies the maximum frequency at which the position will be broadcast. The device sends updates at about 4 Hz, so frequencies less than this will skip some updates. Frequencies greater than this will repeat some.
