Instead of managing initialization of LT, Position should leave initialization up to the coordinating script or component. This means that the init reflector coordinates need to be specified in the properties configuration of LT.
If a measurement is requested (measure.cmd) and LT is in the uninitialized state, Position should send a warning (shouldn't trigger script abort) and a NACK.
