This PR addresses a bug where a superuser was being redirected to profile page instead of user list if superuser didn't have a profile attached.
AC: When logging in with a superuser, you are redirected to user_list page for approvals.
to test: navigate to {dbURL}/adminapp/login log in with superuser credentials
