Get Backend Deployed

So we can test featured in prod, we need to get the backend deployed on Heroku

Use the heroku account made in #11

Files Heroku needs for deployment

• Get items needed from settings.py for heroku: https://github.com/Sexual-Assault-Center/SafeBar/blob/development/backend/h4tcsacapi/settings.py#L50

Files that are examples of deploing scripts:

• Update script files if need be
