libfenc_ciphertext.c not required to build the library, but will add header to 
the repo. We have provided a beta release, so give that a try and let us know 
if you have any issues.

Hey,

I have been able to build the library without any issues. I am a part of the
team at Stanford working on using HIPAA law as the policy. It would be great
if you could include some example codes too in the repo.

Great! We developed an entire toolkit around the library for encrypt/decrypt, 
and key gen, etc. See the tools directory for how to use the API. If that 
doesn't get you going, please don't hesitate to let me know.

How can I get the latest source codes?
I found that the codes here did not include any doc or manual files, which 
hindered me from getting a quick start of this project.
It would be very kind of you to send me the latest source codes with manuals.
