@steve-taylor-wsu in the past I've used the EU Cookie Compliance module for GDPR-compliant cookie notices -- based on the use case, though, it seems like the notifications are about Terms of Use acknowledgement, rather than accepting cookies being added to a user's machine, is that correct?

Thats correct @eckmo The most common use cases for this pop up are: 1) General terms of use acceptance. 2) A more culturally-oriented terms of use acceptance. 3) Notification of potential culturally sensitive content and acceptance of that risk. 4) Land acknowledgement or other informational statements, not necessarily something that requires "acceptance".
And GDPR compliance is something we have NOT discussed so far...
