Allow admins to select between stock palettes and allow users to create their own in-UI.

I should have opened a PR against this issue - sorry about that! I have a first pass up for review here - it includes the two predefined color palettes that a user can toggle between - I'm still researching the best way to allow users to enter their own palettes, and will keep everyone posted on that progress as it happens :-) https://github.com/MukurtuCMS/Mukurtu-CMS/pull/144

Settings at: /admin/config/designsettings
Works as expected
If we could enable the color scheme controls from bartik that would be amazing: /admin/appearance/settings/bartik
Will need guidance on best way for users to build their own palettes that won't be overridden (sub-themes?)
