navbar/top wrapper background image and homepage image

Two of our sites are commonly referenced when people ask about theming:

• https://plateauportal.libraries.wsu.edu/
• https://wumpurrarni-kari.libraries.wsu.edu/

The two elements most commonly asked about (other than a custom palette) are the full-bleed homepage background image and the navbar/top wrapper background image.

Even if not UI-configurable, a design that optionally supports this would be a plus.

@eckmo I consider this low priority (and I don't mean to suddenly change the design parameters on you, but wasn't sure how aware of these sites you are), but it is a common ask we get about theming.
