Test any/all item sharing settings

Need to confirm that the default item sharing settings function as expected.

All (more restrictive): A user must be an enrolled member (or above) of ALL applied protocols to access the content.
Any (more permissive): A user only needs to be an enrolled member (or above) of ANY ONE of the applied protocols to access the content.

This setting exists on all protocol-aware content.
If there is one protocol in use, it has no impact.
Default setting should always be "all".
This MAY impact view, edit, and things like add community records in different ways.
Need to be aware of interaction between open and strict protocols.

@alexmerrill I created an any/all item sharing settings matrix (in initial comment). I haven't gone through and tested all of this yet, but you could take a look and give me a gut check on if this makes sense to anyone other than me?
