Update "length of grant" label to indicate years #59

Per feedback, "length of grant" indicates unit of measurement (years) in roll-over instructions, but would be helpful in the label as well.

@melissasines - the same feedback also indicated that months might be a more useful measure. Change that would have calculation impacts that we would need to evaluate. Do you think there's sufficient utility in changing to months? We only got that specific feedback from one user, so I'm disinclined, but wanted to get your take from a field perspective.

My $.02 is that sticking with years at the moment makes the most sense. Happy to revisit.
