Improve flight plan review and export process #100

Is your feature request related to a problem? Please describe. A user wanted to adjust their block fuel weight (such as adding 1t of extra fuel) but wanted all other options to remain the same. In the current system this meant they had to reject the plan and enter all their options again.

Describe the solution you'd like Add the ability to regenerate a draft flight plan with one or two options slightly modified and everything else the same.

0.2.0 will bring a lot of changes to the dispatch review and export changes at the SB API provides so much more data to manipulate than is currently being used, including waypoint coordinates (which could be used to display an interactive map, for example), the impact of minor changes (such as to weights and cost index), etc.

This Issue will also be addressed by these changes.
