Reduce Findbugs threshold to Low #338

To further reduce the bug count we need to set the threshold lower. This should be done on a rolling basis once we're used to Travis kicking out builds containing Medium threshold bugs.

This is a background task that should not prevent Beta 7. Pushing it back to a later release.
