Replace dependency on JLayer #883

Many Linux distribution will not allow MP3 decoders in their standard repositories, for details in Fedora see https://fedoraproject.org/wiki/Multimedia/MP3

I have started making packages for several of the missing dependencies in Fedora, but JLayer will not be accepted.

Bonus points:

  1. JLayer is not maintained. Last release was in 2008.
  2. Save space. receive-bitcoin.wav transcoded from the MP3 file is 58KB. JLayer jar file is 136KB.
