Cannon effect mostly not triggering on teleport

I was able to reproduce my issue on a freshly setup and up-to-date server with the latest version of Multiverse plugins with no other plugins and with no kinds of other server or client mods.

Description
Using a command to teleport myself to a cannon, always teleports me to the portal location, but the cannon effect doesn't always trigger. It's very random if it will launch me or not. It mostly does not launch at all.

Steps to reproduce
Using this command multiple times. /mvtp MilitaryOctobot ca:world:85.0,74.0,89.0:-20.0:10.0:50.0

Expected behavior
It should teleport me and trigger the cannon effect every single time.

This is possibly fixed MV Core build 864. If you could test and let us know that'd be great.
