Running apps filter is inconsistent

Describe the bug

Running apps filter shows some apps which are not running, i.e. have no Running label if you open the app details.

I guess it also shows apps with cached processes. But I think the app should be consistent in regard of what to consider running.

To Reproduce

1. Filter running apps.

Expected behavior

Running apps filter should be consistent with Running labels.
