This PR should fix issues that have arisen in #99 and #105 with the Dockerfiles for algorithms. I don't forsee any way this could affect results - only a few packages were bumped up in version. Yiqi provided the Dockerfiles for SCSGL, ARBORETO, and PIDC. SCSGL is still unfixed as it requests a "requirements.txt" that doesn't appear to be in the repository. If someone has this file they could push it to master.
