Support logging for DataProxyRefresher #711

We don't aggregate logs for DataProxyRefresher. Double check with Vincent to make sure we log correctly and see if there's any other service we might need to aggregate.

It turns out that we do log the DataProxyRefresher, but the format may need a slight adjustment.
