Fix the loiter death spiral #68

What steps will reproduce the problem?
1. Set height gains to be too fast and low
2. Let the aircraft loiter

What is the expected output? What do you see instead?
Wish for a loiter at the set altitude, regardless of height gains being 
slightly wrong out of tune.  Result is a loitering descent into the ground.

Each time the aircraft heads away from the home point, it speeds up and gets 
lower.  When it gets back to the loiter point it doesn't try to climb.  It then 
exists loiter point again, speeds up and gets lower.  Behold the spiral of 
death!

many users are reporting problems based on this.

Changed to release 5.2 since it won't fix properly until there is an 
architecture  change.
