Lift input latency for Jerry #37

Could be due to the active loop being too slow, or the motors not recognising position fast enough

Proposed fix in 11f741bfbe7610be6ba006201db038ecc8518374, I believe it may be due to the fact we are using RUN_TO_POSITION instead of RUN_WITHOUT_ENCODER, which applies unnecessary PID calculations that smoothen motor speeds.
