Decide how to handle Nat observations with overly-restrictive licenses: non-derivative and unlicensed. Note that iNat has two levels of license: Observation license photo (sort of like MO Description license), Photo license per photo Some options:

Require consent as part of iNat import form. User must consent to importing the entire iNat Observation content, including (but not limited to the photos).
Don't import Observations with narrow iNat licenses. Resolution: Require consent.

[x] Model Test iNatImport: unlicensed, public domain, example CC license
