💡[FEATURE]: Add GitHub Actions Workflow for Greeting New Issues

Description

I would like to propose adding a new GitHub workflow. The purpose of this workflow is to automatically generate a greeting message whenever a new issue is raised. This would help in acknowledging the issue submitter promptly and enhancing their engagement with our project.

The workflow will be defined in a greetings.yaml file within the .github/workflows directory.

This will streamline the issue management process and improve community interactions.
