See as it is told in the Gssoc guidelines that the level 1 or 2 or 3 is assigned to that only where the changes are made..so IF I have assigned the level 1 then it means ...some amount of changes have made in the code ..for 2 or 3 lines of changes..I m unable to assign the level..so create the issue that have the value...and for that I definitely assign a label or level..
