This is a request to merge the CGI work for the HTML5 rework. Some CGI routines have been moved to a module so they can be shared. This has been tested on a minimally configured Ubuntu Apache 2 server but will require further testing on Centos Apache2.
This merge request builds on the module-move-test branch --- it was merged in before starting work on this branch --- so it also includes the new library structure.
