I personally have not had the huge lag spike but I do know some people who's game would crash when opening the decals tab, so this change is likely necessary.
Maybe adding one of those spinning loading icons over the decal area while it's doing it would make it more obvious as to why it's stuttering.

There was not. The "lag spike" was instead just a much longer loading time when first entering a scenario.
Describe the bug The new decal preview bar seems to have changed how decals are loaded in. I have noticed that it tends to cause lag as all the decals are loaded in. For context, I am testing with 550 decals totaling ~100MB of storage space.
