Users that have no 'manage members' rights of projects can not request the members of a project #2

What steps will reproduce the problem?
* Give a user default developer rights
* Try to logon the client as this user; The server responses with 403 
unauthorized.

Possible solution could be to use a super-user API-key to retrieve read-only 
data.
