Rewrite pybind11 wrapper #96

This rewrites the pybind11 wrapper, removing MACROs and using templating throughout.

increased readability and maintainability
split into multiple files to help compilation
modern setup using CMakeLists.txt and setup.py
support for RBF by setting an environment variable (instructions in README.md)
Fixes some issues in the pure python part

TODO:

[ ] add license headers to files
[ ] check it works OK on different platforms
[x] Add some tests that run on GitHub Actions (e.g. flake8 checking)
[ ] Possibly split up uniface to multiple files, to help compilation.
