Suggestion: Setspawn #43

Please make it so that only mayors may move a town's spawn. This way it make the spawn in location for a town a little more secure. Or at the very least make this configurable in the config files.

Personally, I don't see any reason to make it so only mayors can set town spawn. Currently mayors and assistants can, and I feel this is just fine. In my opinion its up to the mayor to chose assistants who can be trusted. I can however add a config option or similar.
