Normal residents were being able to self-promote, withdraw from town bank and do everything that an assistant could do.

The issue is back on v0.5.0b or I am too stupid to make it work (I tried 0.4.0b too). Maybe somebody can help me. I am using ForgeEssentials as my permission system.
