[Bug] Withdrawing Negative Integer #447

When withdrawing a negative amount from the town bank it creates currency within the account.

For example bank is at 0, player issues command /t bank withdraw -100, the bank has broken physics and created 100 currency within the bank.

Fixed in latest dev build of MT2.
