By default, all towns are chunkloaded #493

I was searching for loaded chunks in my server, and i realized that all towns are loaded by default. This means that a lot of chunks are loaded, consuming RAM from the server... I realized when i tried use /t claim chunkload , and the mod told me that "this chunk is already being loaded", and my server has about 300+ towns...

Would be cool a config to disable chunkloading.

Is it going to be fixed, or is there a workaround? My server is lagging by a lot of chunks loaded, and it's MyTown2...
