Submit button for comments is not always visible without scrolling #223

When entries are longer, the Submit button scrolls up beyond the page limit. Perhaps, always aligning it to bottom would be one solution?

The scrolling is only a concern when there is no mouse present. So, to implement this, we need a visual scroll bar that can be clicked and dragged.
