Refactor code base to reflect DRY standards with a reusable navbar. child of #19 connects #19

People have discussed that bootstrap 4 doesn't support and isn't meant to do this task. They recommend a separate CMS.

The method I used does not load on chrome but loads locally on IE and Firefox.
