Updated VideoBandwidth and Video tests to release the camera once the test is complete. Added some dev dependencies to help make developing new tests easier

I just found that the AudioBandwidthTest also keeps control of the camera. It doesn't turn it on which threw me off. I will need to change that before I commit this.
