Build and test backend without docker #18

Build and test the backend without docker so that tests can be run against pull requests from forks. Fixes #17

I wonder if we should investigate a docker solution in the future to help insure our prod and test environments stay as similar as possible. I'm LGTMing this though because we need to move fast, this will satisfice for now, and we can investigate the other solution in the future
