update ffmpeg to the latest build #65

Description

fixes bug issue #63 by updating the URL that is used

Now when the start-windows.bat runs it will download and install ffmpeg instead of erroring out

Not sure if you're doing Hacktoberfest, but we'd also accept removing the requirements.txt line if you're looking for extra PR's.
