Update sdist package content with license and readme

Pip packages generally don't install the LICENSE file like module does, however it is usually included in the sdist together with the readme.

This adds the license file to the package manifest but removes it from data_files
It also renames readme.md to README.md so it's automatically picked up by the setup.py sdist command.

This makes the License inclusion work as suggested in Msk.

Do we need to push this to PyPI immediately or wait for next release?

I'd say it's not critical so we can wait until next release
