Allow user to stop the news stream and prevent multiple threads running the news #1

These changes will allow the news to be stopped if the user says one of the stop words (halt, end, finish,..etc) with the 'news' word. Also it prevents the user from starting 2 or more overlapping news streams by using the news keyword in multiple utterances.
