Add a parametrized Jenkinsfile
The branch / tag of mycroft-core to build is set as the parameter
The snapcraft override-pull for mycroft has been updated to use a local copy of the mycroft-core folder but will pull one down if it doesn't exist. This allows the Jenkins job to prepare the specific branch or tag used for the build.
