For anyone translating Skills the existing method assumes they are translating each line of a file. This does not always work, and limits the non-english language to have the same number of lines in each file as the english version.
This has come up many many times over the years:

Ultimately we want a system where any language group can freely translate a Skill into their own language without being encumbered by the implementation of the original.
Because of the structure of Skills, each file still needs to perform a specific function. So one option would be to switch to a file based system instead of a line based one.
