Regression - Windows "Open With..." #32

This feature is busted now.

When asking to open the file with any external app like so

will always launch the OS Picker image

That was not the intent of this feature.

Running on the latest Windows 10

I don't repro this on 5529, Windows. Could be a Sketchbook thing - do the rest of them do the same?

No not specific to Sketchbook I tried a few other including MS Paint

Narrowed down the problem, the bug seems to repro for PNG files but not for JPG

Also bugs on .TIFF files
