Rename to EnergyPlusInputFileVersionUpdater #21

The name of the software "EnergyPlusTransitionTools" uses the term "transition" which is a legacy term that should not be continued since it is not clear if it has anything to do with updating input file. Also "tools" implies that it has multiple functions and it really just has one.
