[zkSend] Open source contract #37

Open sourcing the smart contract used on zkSend.

The tests are commented out because they can only run on this PR: https://github.com/MystenLabs/sui/pull/15420

When this PR is merged, we'll be able to allow all tests to run.

@dariorussi Code was here: https://github.com/MystenLabs/zksend/pull/36 It's open source here as this is a public repo, and the license seems correct to me!
