There's a few items that are implemented in standard against any mempool and that we must reproduce:
counting the contents of the mempool against a hard maximum of transactions for the whole mempool, and signaling back-pressure at the client if we are past this maximum,
making sure the DAG does not grow in memory infinitely while we are not adding any new transactions in the mempool.
