Ensure that the setup instructions are not duplicated between walrus and walrus sites #39

Specifically, make sure that the instructions install the binary to $PATH, and config to ~/.walrus/config

Should we use ~/.walrus/bin as a default location for the walrus binary and tell people to add this directory to $PATH?
