docs: improve setup documentation #46

This consolidates the setup instructions from the Walrus Sites chapter with the general ones and makes them clearer and easier to follow (and more difficult to make mistakes).

This also adds a brief paragraph on the organization to the index page and combines short subchapters on a single page.
