This PR contains a few changes, including:

the new portal based on service workers
an improved site builder cli tool to publish blocksites to the chain
a new on-chain object model for the blocksites, allowing splitting up the object into multiple pages and supporting content-type and content-encoding tags
a bit of a cleanup of the test sites
